Neutre means neutral in French, so it's most probably blank. The rest of the sleeve is in French too (Cde Client = "Code client", "Ref Cde MPO" = Reference Code MPO) and MPO seems to be a French vinly manufacturer http://www.mpo.fr/fr.../le-vinyle.html

Good point. I was hoping we might see it before then TBH. But that's certainly what happened with Through Me/Pleasure in 2013 even though it wasn't officially linked to RSD 2013 (although there were no 'ebay' issues as far as I know).
On the subject of Record Store Day, the 2015 list is available here. Or if you prefer PDF go here. For what it's worth, RSD splits the releases into three categories (details here). No sign of EBW11 in any of those categories at the mo. The list is subject to change though.

I don't think it's satire, just a bad attempt to cash in on the anticipation like all those Daft Punk fakes that come out before their releases, which go after the Daft tropes like this goes after the really stereotypical Chemical tropes. Ok I'm familiar with the picture, and I see you've added a link to wikipedia. You got the date and the (incomplete) code from Wikipedia I take it? Judging by the question marks it looks like someone is just going by previous form, but the date does at least match the date on the link I edited in above, but it's not clear where the source of that date comes from.

It definitely sounds like they're doing a tour-before-the-album-comes-out thing, if the EBW is being saved till then - wonder if they're doing like the 96 and 04 tours where they went on tour before the songs were finished being written.
