Shoryureppa is one of Kens special moves in the Street Fighter Alpha series. It's a multi hitting Shoryuken. With flames and all that. :)

It's also in the new SF4 series.

But more seriously, I don't think that it's morse code. I translated the first thirty seconds of beeps from morse to text out of curiosity and got "ifeethuhe3u+eutta". There's no message, it's just a beeping synth.
