I like the idea there, EBW. If you wear a shirt with that clown on it, that'll totally own! I like the blocks of color and negative space, and use of minimal color works with the image. It's nice so far, but think this could be an awesome piece of work with a little bit more modification.
I'm sometimes a stickler for symmetry. ;) And I think this image calls for it, the acid clown has become synonymous with this Chems tour, so it could really work well if you play up with the image acting as a sort of logo. The blue lazer 'starburst' effect around the clown head would look a bit more polished if you modified the lines (bursting out from behind the head) so they are seperated at even intervals. Also sharpen them up around the edges, thicken the lines up a little bit - maybe try playing around with them so they are thicker at the bottom and brought to more of a point near the top. But keep them blue. You have to keep those lazer bursts blue! You also might want to modify the top of the clown head so it doesn't appear cut off.
Other than that, it's a great start on a cool idea. I can't wait to see what the final product looks like... in person!

it's only a draft so it's not finished.
Here's a version with the lips worked out. Whirly when you were talking about how the colors were all basic, that's just cause it's a draft version.
Notice how they look more accurately render. Was a bit easier to do this than I was expecting

The image at the top is the original file. The resolution is so low on the picture that it would look horrible if printed biger than like 1 inch by 1 inch

Can just ask you, ElectronicBattleWarrior, where and how do you manage to print your images onto tshirts? Do you use those print-your-own-iron-on kits, or do you go to a professional tshirt printers? If so, which printers do you recommend for printing onto tshirts? Are they online/mail order?

I was going to go to a shop where the do screen prints for t shirts.
