In both albums, the last track is an epic-like track. And in both eras, US CD releases were delayed and americans received some exclusive tracks. Lucky bastards :P
1) The Test is not an epic such as Dream On is.
2) Very lucky bastards. I own both }:-@
He put on a turn-down collar, a black bow, and wore his Sunday tail-coat. As such, he looked spruce, and what his clothes would not do, his instinct for making the most of his good looks would.

I think the Test is way more epic, both in structure, lyrics, production and omg Richard Ashcroft's voice... 8) than Dream On is. Epic in essense means a dramatic composition that celebrates heroic feats of heroes or even everyday people and I think The Test is conclusive of that. From intro to when the song winds down, it's very introspective and hit me much harder than Dream On. Dream On isn't a bad song by any means and believe me, I'm not disagreeing to one up you or anything - I dig conversaitons like this. But Dream On sounds much lighter and less dramatic as a whole (am I making any sense?) than The Test. This isn't to say it's not a good album closer, Dream On fits perfectly to the Surrender journey - I just wouldn't call it epic.
Now really really epic would be The Private Psychadelic Reel. But I think we've all been over that more than I've been over how much I love the Test. ;)
