omg why the fuck wasn't life is sweet on there, that is easily one of my favorite chem tracks of all time. well chemical beats made it and that was on an ep WTF is with that album!? and tppr was on there, that was a popular demand single, if they didn't have that then they could've put on a lot of singles on...
Obviously the selection was based around which tracks would fit together into a singles compilation. i think they should have just put golden path and get yourself high onto ptb, as it was considered a part of that albums recording process... then put life is sweet and music response or something

I guess this best-of compilation was (were?) a part of their record contract. At least I remember reading some Liam Howlett interview where he said that the Their Law compilation was (the last?) part of his original contract (so the contract was something like 4 albums and then a best-of compilation).
So these best-of discs are more of a bonus to the record company that was willing to make the initial financial risk with the artist. Furthermore, I'd guess that the contracts include a clause that requires the best-of compilations to feature a couple of new singles as a buying incentive to people who already own most of their records. (The new singles accompanied by videos also help gaining market exposure.)

It Began In Afrika is a japanese exclusive bonus track - they need to keep some sweets for those who got to wait longer for their albums than we have to. If IBIA had been part of the UK/US release, the japanese edition might have featured another track.
Life Is Sweet is on Disc 2 (remixed as Dalek 1, though), as is Elektrobank (live recording). Guess they didn't want to include two versions of the same track, so their single versions were omitted in favour of these rarer versions.
Music: Repsonse... no idea.
