Does anybody know where the slow vocal sample in the live version of setting sun comes from/or what the voice is saying? I just think this vocal and the one in Base 6 are really cool, and weird! :D

It's from setting sun, believe it or not!
They just slow it down a lot, and then loop sample it (ie, set a point for it to start looping, and an end point, and then boom!)
I reckon there prepare it before hand, it would be too hard to chop up the vocal on the fly I reckon.

and the vocals 'chemical brothers, brothers in arms, time has come' from base 6 is also a time streched vocal. time streaching was very popular around 96/97 so many songs had that done to the vocal, it got very cliched very quickly. another example of a fine time streach is fatboy slim's 'rockerfella skank' the crazy breakdown where the tempo goes down whilst the pitch stays correct.

Yeah. To achieve that I use a tempo delay (full depth/full rate) on a sound or sample, then speed up the bpm in real time. Just a little info. :)
