I'm not fully up to date with the situation, but afaik North Korea have ejected weapons inspectors from the country and have re-started their nuclear weapons programme. Apparently they could have a nuclear bomb built in a few months. They have also tested some weapons in the Sea of Japan. And they have an army of 3 000 000 people.
The President, Kim Jung II (I think) has said to Bush that if he cuts off North Korea foreign aid then he will interpret that as a declaration of war. As Bush is more interested in Iraq, he is trying to get China and Russia to sort it out for him.
