Computers can't create random numbers, for their algorythms depend on the actual cpu time. Therefore, random numbers are created by an external influence.
(if you forgot to set the randomize to the current timer, old PCs used to produced the same "random" numbers every time)
Same could be said about wild number hacking on your keyboard, as that would be a reaction to inner (electro-chemical reactions) or outer influences. The numbers might not make any sense, but after all they were generated by a number of reactions that can be reproduced as well.
