In Japan and amoung other countrys the fan-base is usually slimer, so (for instance) The Chemical Brothers being popular there is a big deal. So, as a way to say thanks to their fans in Japan they included bonus material to let them know they care about their support and NEED their support. Artists have done it with America from UK, America to UK, EVERYWHERE. Artists doing things like this for different variations of a print of a CD for different countrys is really a quite common thing.
Anyhow, those tracks might be rarer in Japan, and in terms of singles - they were not released as singles in America. Technically, their just creating the appropriate disc for Japan WITHOUT including stuff thats beyound bonus disc to bonus material.
There. That's my two cents.

I always thought it would be some kind of marketing idea as well, since most of the albums out there are released in the USA and Europe first, so the japanese buyers have a good reason not to buy an import album but wait for the japanese, "bonused" edition.

Having the Japanese one, the correct track listing is:
CD#1
01 | song to the siren (original version)
02 | chemical beats
03 | leave home
04 | setting sun
05 | block rockin' beats
06 | the private psychedelic reel
07 | hey boy hey girl
08 | let forever be
09 | out of control
10 | music: response
11 | star guitar
12 | the test
13 | get yourself high (ft. k-os)
14 | the golden path (ft. the flaming lips)
CD#2
01 | not another drugstore [planet nine mix]
02 | the duke
03 | if you kling to me, i'll klong you
04 | otter rock
05 | morning lemon
06 | galaxy bounce
07 | loops of fury
08 | delik
09 | elektrobank (live from the roxy n.y.c., nov 96)
10 | under the influence (mix 2)
11 | it began in afrika
Nothing really special, just two added A-sides. Although the sheet of stickers of every cover of just about every chems release is a great bonus :)

Nothing special, eh? Track 11 on CD2 is Electronic Battle Weapon version of "It Began In Afrika" - it's not available on CD elsewhere. Furthermore, it seems like it's not even available on vinyl anymore.
It's not the EBW version. Its exactly the same as the "full" version on the US IBIA single.
