Well, it used not to, but the last version (7) is mac only. but you can try to buy an old version, used, it'll be cheaper.
I won't even go into the sterile Mac vs. Pc discussion (I've noticed it already happened in this forum), but I was 100%pc until i got fed up with the crashes and problems and went Mac with a Powerbook, I've only had it for a few weeks, but it never failed nor disappointed me. I don't regret my decision and i don't think I'll go back to a PC except for specific usages (There are only PCs at my work and univesity).

@ TryptaJunk: i don't think reason gives you limits at all (esspecially as a beginner) because you can always connect it to other programs...and yes, it takes a little bit of time to figure out the program, how it works and most of all, to make your own sounds but if you wanna make music, that's the price you pay (?!)
And the synths on it are awesome. you can make about every sound you want: from a fat bass to a high and smooth flute or something like that...and FlamingDead, with the keyboard it's gonna be even more easy to adjust and "get started". I for my part would absolutly recommend reason.
But i can't give my opinion on Logic although it's probably even better...
So I would say, get some more money and buy something more serious than Fruity Loops

I was talking about Reason Adapted, the version you get with M Audio Hardware. It's pretty complete, except you cannot adde any modules in the rack (GRRRR) and you have only reverb and compression as far as effects goes (Bigger GRRRR), but you can work your way around this by rewiring it to another software (Logic for me), but that can get quite annoying having to sequence something, bouncing in logic, moving the track, writing something else... if you are not satisifed with the first track you have to do it over again...

Yeah, it got some pretty cool sound, especially for a software in this price range.
But there's no Audio input. (GRRRRRRR) i mean, they even have a *vocoder module* ... and no Audio input? the only way to add samples or loops is to load them in Dr Rex after having them recorded with another software, or do it later on in another sequencer. that's quite a shame.
but, yeah, if you want to get started with a cheap (that's copmared to logic pro...) intuitive and fun software ,go for reason.
