I've never heard of the problem you are having... hmmm. You might want to try opening up your medias program (example Windows media) first before putting your disc into the cd-rom drive. Just to see if that helps clear up the problem.
It's very strange, your cd-rom drive should be able to recognize the video on the cd... unless you have a really old cd-rom drive or there's something wrong with the cd-ro drive altogether...

have you tired opening it in windows explorer, sometimes you can just find the video lying in a folder somewhere as a simple .mov file.

When you put the cd in your comp, it should automatically load a flash animation giving you access to the video. After inserting the cd, you could try opening My Computer/Windows Explorer (if you have a windows system) then right-click on the ChemicalBrothers_believe icon where you cd-rom drive icon is and choose AutoPlay to see what happens. If that doesn't work if you right-click and choose Explore it should show the cd-rom structure. Then there is a folder called xmovs, if you open this the video is in there called Chemicalbrothers_believe.mov. You mention that it only displays the three audio tracks though which would mean it's not detecting the data content, you could try opening the movie directly in quicktime itself to see if that works, but apart from that it sounds strange :?.
