Even civilian casualties are tolerated as long as they are obvious "collateral damage". In other words, bombs aren't 100% accurate, only to like 10 metres, and that could be the difference between a military bunker and someone's house.
Terrorism is different. You don't get hostages in war, people aren't used as bargaining chips, and it's done out of the blue, with no warning. At least with war, it gets declared, and people can flee the area if they're worried. If terrorists turn up, you won't know about it till you or someone else is dead. That's the scary part.
