Maybe Mr Champi can tell us. The Soulwax forum seems to be some sort of Reddit thing, and even those guys don't appear to know, as per this thread.

Interesting article about The Winstons and their famous Amen Break.
Six seconds that shaped 1500 songs
I'm in two minds as to whether they deserved royalties for a drum break that lasted a few seconds.
The drummer, GC Coleman is no longer with us, but reading that he "developed a drug addiction and died homeless and destitute on the streets of Atlanta in 2006" does tug at the heart strings a bit.
As for the singer, Richard Spencer who holds the copyright, he says "It felt like plagiarism and I felt ripped off and raped" and, "I come from an era where you didn't steal people's ideas", but yet: Elements of it came from a guitar riff the legendary R&B musician Curtis Mayfield had once played to Spencer. And of course the song is really just a reworking of a well known Gospel Hymn. So did Curtis Mayfield or God get any royalties from The Winstons? I don't think so.
I like the little embedded montage they've done in the article, I never knew that Oasis had sampled it, I just thought it was their drummer playing something a bit like it.
At the risk of teaching your grandmother how to suck eggs, there's a nice radio documentary on this if you're in the mood for more. Underneath, there appear to be youtube comments from Richard Spencer's neice.
