That depends on what software you already got at home. If you already own a tool like Sonar, Cubase and the likes, you should watch out for all sorts of plug in snyths. Most of them are free, but they are plug ins only.
If you got no music software at all, you should stick to Reason 2 or the latest FruityLoops. While the latter is very easy to handle, Reason is more powerful imho. For 400 bucks you get a complete studio in the box.

I don't really like the sound of reason... Sounds a little too clean at times and usually very cold-synth-like. Arranging tracks (and fixing them right after) isn't so great either... But thats just mo... Logic Audio rules my world and at the sale price of $250US (with a couple expensive soft-synths!) it made me happy :)
He put on a turn-down collar, a black bow, and wore his Sunday tail-coat. As such, he looked spruce, and what his clothes would not do, his instinct for making the most of his good looks would.
